I totally agree that we need an infrastructure in place. This is why I think that the Tinbergen rule is so important. If we need to build universities, lets use foreign funders to help build universities--not fund research with local collaborators when we first need to invest in their training.

Don’t forget that in order for there to be solid RAs and local collaborators for places like CERP there also need to be decent universities preparing them.

Then one has to also beware of foreign researchers who use local researchers to carry out their projects (often ignoring their insights regarding the local context) and basically treating them as RAs. My institution had to fight for our junior colleagues, who were substantially contributing to research, to be named co-authors.
